What is EPIC-LA?
EPIC-LA is Los Angeles County’s online system for managing permits and inspections. It helps residents, businesses, and developers oversee their building projects from start to finish. Whether you’re constructing a home, upgrading your property, or planning a large project, EPIC-LA provides a centralized platform to handle all permitting needs. Step 1: Referral from Building and Safety (B&S)
- Receive a referral from B&S during the plan check which includes details about construction and demolition material removal.
Step 2: Log into EPIC-LA and Apply for C&D Clearance
- View the Tutorial for Applying in EPIC-LA for step-by-step guidance.
- Log into EPIC-LA to apply for C&D Clearance under the Recycling and Reuse Plan (RRP) sub-record.
- Confirm the project details transferred from your B&S permit.
- Enter C&D-specific information and upload your project plans.

Step 3: Approval of C&D Clearance
- C&D staff will review your application and may request changes or additional information.
- Once approved, you’ll receive an approval cover sheet which includes the minimum amount of debris your project is expected to recycle.
- Submit this approval sheet to B&S in EPIC-LA as proof of compliance to proceed with your project.
Step 4: During Your Project - Track Materials
- Keep all weight tickets from the recycling facility or waste hauler you selected in your RRP application.
- Use tickets to show how much debris was taken to the facility. These tickets are required proof for your Final Compliance Report.
Step 5: Notify Staff of Project Changes
- Contact the C&D to amend application in EPIC-LA if anything about your project changes (e.g., scope, dates, or facility).
Step 6: Submit the Final Compliance Report (FCR)
- View the FCR Tutorial for step-by-step guidance
- Submit your FCR with all weight tickets within 45 days of the project’s end date. Missing this deadline may result in significant penalties.
- C&D staff will review and approve the FCR to close out your C&D process and issue a Certificate of Occupancy.
