If your property is in unincorporated LA County, you’ll work with LA County Public Works. If your property is in a city, another office may handle your permit.

What is EPIC-LA?

Step 1: Start Your Project
- Apply through EPIC-LA using the Department of Regional Planning (DRP) Base Application form.
- DRP is the planning department for all areas outside a city in LA County. They provide all major planning functions for unincorporated areas. They help write long range plans, review development projects, and respond to zoning complaints.
- Pay the initial DRP required fees.
- DRP will review project and consult with County departments (e.g., Public Works, Fire, Parks & Rec) as necessary.
Step 2: Regional Planning Creates a Project and Refers Project to LDD if Required
- DRP will assign your project a case number (RPPL) to LDD to review the tentative maps, site maps, or project concepts.
Step 3: LDD Reviews Your Project
- Depending on your project, one or more LDD teams will review your maps and plans. Your project may be referred to Traffic Safety & Mobility (TSM) at this time.
- After review, LDD will send comments and conditions back to DRP.
Step 4: Submit Required Studies
- Based on the review comments, identify and submit any required studies needed before tentative map approval.
- Required studies may include:
- Traffic Impact Analysis (TIA)
- Other technical studies specified in your review comments
- TSM will review these studies.
- Address any TSM comments or requests for additional information.
Step 5: Make Project Changes if Required
- DRP and Land Development will work with you to address all feedback, including:
- Comments on your plans
- Results from your studies
- This process continues until your tentative map or project plans are approved (either through public hearing or administrative approval).
Step 6: Submit Plans to Public Works
Step 7: Pay Required Fees and Deposits
- Pay the required fees through EPIC-LA.
Step 8: Traffic Safety and Mobility (TSM) Assigns Reviewers
- TSM will assign reviewers to check your plans and coordinate with other divisions as needed.
Step 9: Work Through Plan Reviews
- TSM reviewers collaborate with you to make corrections and get your plans approved.
- Each division may ask for additional documents or updates.
Step 10: Submit Final Maps (For Subdivisions Only)
- Once all conditions and corrections are met, submit your final map for approval (Guide for the Preparation of Final Maps & Parcel Maps)
- Land Development (LD) confirms clearances from all reviewing departments.
- After final approval, Land Development (LD) submits your map to the Registrar-Recorder/County Clerk’s office for recording.
