Public Works oversees the Consolidate Sewer Maintenance District (CMSD) and the Marina Sewer Maintenance District (Marina SMD). Both Districts provide its customers with the collection, treatment, and disposal of wastewater. Public Works is responsible for the operation of treatment plants, pump stations, condition assessments, point repairs, as well as the maintenance and cleaning of sewer lines.

- 10 District Offices for unincorporated communities.
- 12 City Offices for incorporated cities.
Tap and Saddle
Public Works is responsible for issuing Tap and Saddle Installation Permits. Public Works staff handles the tapping and saddle installation on the main sewer line within both the CSMD and Marina SMD while all other work shall be completed by the owner/contractor.
- Tapping, also known as hot tapping or pressure tapping, is a method used to connect a new branch to an existing pipeline without interrupting the flow of the system. - Wye Saddle – A short pipefitting with a shoulder at one end to allow the application of the fitting to a hole tapped in the mainline sewer such that the short pipe shall form a 45-degree angle from the mainline sewer pipe.

Step 1: Verify Sewer Jurisdiction
- 1. Use the Service Locator or LA County Sanitary Sewer Network Map to verify if the sewer mainline within 200 feet of the property is maintained by CSMD or Marina SMD, and if it is within an incorporated city or unincorporated County area.
- Service Locator: Search the location to verify if it is incorporated or unincorporated. Click on Find Services for the sewer provider.
- Sewer Network Map: Select the “Sewer Lines” layer to verify if there is CSMD or Marina SMD sewer mainline within 200 feet of the property and “City Boundaries” layer to verify if it is incorporated or unincorporated.
Step 2: Verify Sewer Stub Availability
- Review the as-built sewer plans to check if your property has a sewer stub to connect to. For guidance, use the As-Built Sewer Plans Guide.
Step 3: Apply for Permit
- Sewer Tap and Saddle Installation Permit ($154) – Only required if property does not have a sewer stub available to connect to. For guidance, use How to Apply for a Permit.

Step 4: Schedule Saddle Installation
- Schedule the saddle installation appointment so Public Works crews can tap into the mainline and install the saddle. For guidance, use How to Schedule an Appointment Guide.
- You will receive an e-mail with your Permit, Instructions to Sewer Contractors, and instructions on how to schedule the saddle installation appointment.
Step 5: Close out Permit
- Public Works will close the permit application.
