What is the Sewer Maintenance (SM)?
Sewer Maintenance (SM) oversees the Consolidated Sewer Maintenance District (CMSD) and the Marina del Rey District (MDR). Both Districts offer a variety of services, including the operation of treatment plants, pump stations, condition assessments, point repairs, as well as the maintenance and cleaning of sewer lines.
What Does SM Do?
SM is responsible for issuing Tap and Saddle Installation Permits. SM staff handles the tapping and saddle installation on the main sewer line within both the CSMD and MDR. All other work must be done by the owner or contractor.

Apply for a Sewer Tap and Saddle Installation Permit using EPIC-LA

Step 1: Verify Sewer Jurisdiction
- Use the Service Locator or LA County Sanitary Sewer Network Map to verify if the sewer mainline within 200 feet of the property is maintained by CSMD and if it is within an incorporated city or unincorporated County area.
- Service Locator: With the Service Locator, search your location to check if it’s in an incorporated or unincorporated area, then click Find Services to see your sewer provider.
- Sewer Network Map: In the Sewer Network Map, select the ‘Sewer Lines’ layer to check for CSMD sewer mainlines within 200 feet of your property. Then select the ‘City Boundaries’ layer to confirm if your property is in an incorporated or unincorporated area.
Step 2: Verify Sewer Stub Availability
- Review the as-built sewer plans to check if your property has a sewer stub to connect to. For guidance, use the As-Built Sewer Plans Guide.
Step 3: Apply for Permit
- Apply for a Sewer Tap and Saddle Installation Permit if your property does not have a sewer stub available for connection. For guidance, follow the steps in

Step 4: Schedule Saddle Installation
- Schedule the saddle installation appointment so SM crews can tap into the mainline and install the saddle.
- You will receive an e-mail with your Permit, Instructions to Sewer Contractors, and a link to schedule the saddle installation appointment.
Step 5: Close out Permit
- SM will close the permit application.
